Localized Advertising in the UAE: Adapting a Campaign by Emirate
Summary:
The same unipole costs AED 150,000 in Dubai, AED 25,000 in Abu Dhabi and AED 20,000 in Sharjah. How to adapt one campaign by emirate: rates, audiences, language and timing.
October 22, 2026
The same unipole costs AED 150,000 to 350,000 a month on Sheikh Zayed Road, AED 25,000 to 80,000 on the Abu Dhabi Corniche and AED 20,000 to 60,000 on the Sharjah side of the E11, and the people driving past each one want different things from your brand. A national campaign that runs the Dubai plan everywhere overpays in two emirates and under-performs in all three. Localizing is not three campaigns; it is one campaign with the rates, the language, the formats and the timing adjusted by emirate. Here is how we do it, with the 2026 numbers.
One country, three audiences
Dubai is the prestige market: tourists, expatriate professionals and a road network where the big formats on Sheikh Zayed Road, the Marina and Downtown set the tone. Abu Dhabi skews toward government professionals and Emirati families, with fewer tourists, a higher Emirati share of the audience and a stronger response to Arabic creative. Sharjah is residential, family-oriented and value-conscious, with a large South Asian population that commutes into Dubai on the E11 twice a day and listens to stations a Dubai-only radio buy never reaches. The brand stays the same; the promise, the language and the proof points change.
Rates by emirate in 2026
| Format | Dubai | Abu Dhabi | Sharjah |
|---|---|---|---|
| Unipole, monthly | AED 150,000 to 350,000 on Sheikh Zayed Road; secondary sites from AED 30,000 | AED 25,000 to 80,000 on the Corniche and E11 | AED 20,000 to 60,000 on the E11 and E88 corridor |
| Bridge banner, monthly | From AED 25,000 | AED 20,000 to 50,000 | AED 12,000 to 35,000 |
| Hoarding, monthly | AED 30,000 to 60,000 and above | AED 15,000 to 40,000 | AED 8,000 to 25,000 |
| Lamp post banners, monthly | AED 6,000 to 18,000 a route | AED 8,000 to 25,000 | AED 5,000 to 15,000 |
| Taxi, per vehicle per month | From AED 1,500 rooftop; AED 4,000 full wrap | From AED 1,500 partial; AED 2,000 full wrap | Not covered in our Sharjah guide; ask for the card |
| Radio, per 30-second spot | AED 250 to 350 | AED 300 to 500 | AED 250 to 450 |
| Airport | From AED 40,000 a month at DXB | Ask for the card | From AED 15,000 a month for lightboxes |
Abu Dhabi outdoor runs 30 to 50 percent below comparable Dubai sites and its malls 20 to 40 percent below Dubai Mall; Sharjah outdoor runs 30 to 60 percent below Dubai and its radio 30 to 40 percent below. Full rate cards are in our Abu Dhabi advertising cost guide and Sharjah advertising guide.
What to adapt
- Language: run Arabic-first creative in Abu Dhabi, bilingual in Dubai, and add Hindi, Urdu or Malayalam radio in Sharjah where the audience warrants it; a four-week Hindi radio campaign there costs AED 5,000 to 10,000
- Message: prestige and novelty sell in Dubai, trust and family in Abu Dhabi, value and practicality in Sharjah
- Stations: Abu Dhabi campaigns lean on Emarat FM and the national networks rather than Dubai Eye or Virgin; Sharjah on Hala FM and the Indian-community stations
- Fleet: Abu Dhabi taxis run under a single operator, so fleet packages of 50 or more vehicles are negotiated differently from Dubai
- Timing: Abu Dhabi municipal permits take one to two weeks and production another week, so allow three weeks from booking to live for outdoor; radio and digital launch within five to seven days in every emirate
- Sites: in Sharjah, the E11 approaching Dubai carries the same commuters as a Dubai-side site at a lower rate; in Abu Dhabi, the Yas Island routes are underused
What to keep the same
The visual system, the logo lockup and the offer structure stay fixed, so that a commuter who sees the Sharjah bridge banner in the morning and the Dubai elevator screen at lunch reads them as one brand. So does the measurement: one landing page per emirate, a WhatsApp keyword per emirate and call tracking numbers that tell you where the enquiry came from. Without that split you will know the campaign worked and not where, which makes next year's budget a guess.
How to split the budget
For a brand selling across the UAE, allocate 20 to 30 percent of outdoor and radio spend to Abu Dhabi, and more if the capital is the primary market. A Dubai-plus-Sharjah campaign with meaningful depth runs AED 60,000 to 200,000 a month, and Sharjah on its own delivers useful reach from AED 30,000. Buying radio across Dubai and Abu Dhabi as a bundle saves roughly 10 to 15 percent against buying each market separately, and combined Northern Emirates radio packages reach Sharjah and Ajman at CPMs of AED 30 to 60.
A worked example
This is a planning example, not a quote. A clinic group with AED 150,000 a month and branches in all three emirates might put AED 75,000 into Dubai: two secondary billboards, a bus shelter route and an elevator cluster near each branch. AED 40,000 goes to Abu Dhabi: a Corniche unipole at the lower end of the range, an Arabic radio schedule on Emarat FM and a hotel screen network on Yas and the Corniche. AED 25,000 goes to Sharjah: an E11 unipole, a four-week Hindi radio campaign and lamp posts in the residential areas around the branch. The remaining AED 10,000 covers production and the three landing pages. Same brand, three plans, one report. Formats for each are on the outdoor advertising and transit media pages.
FAQ
Is advertising cheaper in Abu Dhabi and Sharjah than in Dubai?
Yes. Abu Dhabi outdoor runs 30 to 50 percent below comparable Dubai sites, with Corniche and E11 unipoles at AED 25,000 to 80,000 a month against AED 150,000 to 350,000 on Sheikh Zayed Road. Sharjah outdoor runs 30 to 60 percent below Dubai and its radio 30 to 40 percent below, with unipoles from AED 20,000 and spots from AED 250.
Should I use the same creative in every emirate?
Keep the visual system and the offer the same, and change the language and the message. Abu Dhabi responds better to Arabic-first creative and a trust-led message, Sharjah to value and practicality with Hindi or Urdu radio where the audience warrants it, and Dubai to bilingual prestige-led work. One brand, adapted, outperforms one creative, repeated.
How much of a UAE budget should go to Abu Dhabi?
For a brand selling across the country, 20 to 30 percent of outdoor and radio spend is a sensible starting share for Abu Dhabi, rising if the capital is the primary market. Cross-emirate radio bundles covering Dubai and Abu Dhabi save roughly 10 to 15 percent against buying each separately.
How long does it take to launch a campaign across the emirates?
Radio and digital screens launch within five to seven days of confirmation in every emirate. Outdoor needs municipal permits, which take one to two weeks in Abu Dhabi, plus about a week for production and installation, so allow three weeks from booking to live. Book the emirates in parallel so the launch dates line up.
Is Sharjah worth including in a Dubai campaign?
For family, value and community brands, usually yes. Sharjah residents drive the E11 into Dubai twice a day, so an E11 site on the Sharjah side reaches the same commuters as a Dubai-side site at a lower rate, and Sharjah radio reaches South Asian listeners a Dubai-only buy misses. It is a poor fit for ultra-premium luxury and nightlife.
