Pay per lead in the UAE costs AED 30 to 400 a lead depending on the industry, while a retainer costs AED 3,000 to 7,000 a month in management fees plus AED 5,000 to 50,000 or more in media. We sell both, so this is not a pitch for one over the other. The short version: pay per lead suits a business that can take a call within minutes and knows what a customer is worth; a retainer suits a business that needs the whole funnel built, owned and improved month after month. The long version, with the numbers, follows.
What each model actually is
Under pay per lead, you agree a price per qualified enquiry and pay only for the ones delivered. The agency carries the media cost, the creative and the risk; if the campaign under-delivers, the agency loses money, not you. Our lead generation programmes run this way, with real estate leads at AED 80 to 250 and the wider market ranging from AED 30 for home services to AED 400 for B2B and software.
Under a retainer, you pay a fixed monthly fee for a team's time and you fund the media separately in your own ad accounts. The agency's job is the system: targeting, landing pages, creative, tracking, CRM hygiene and reporting. You own every asset and every piece of data at the end, and you carry the risk of a slow month.
The numbers side by side
| Item | Pay per lead | Retainer |
|---|---|---|
| What you pay for | Each qualified lead delivered | Team time per month, media billed separately |
| Typical cost (2026) | AED 30 to 400 a lead; real estate AED 80 to 250 | AED 3,000 to 7,000 a month plus AED 5,000 to 50,000 media |
| Minimum commitment | Usually a lead block or a month | Usually three to six months |
| Who owns the ad accounts and data | The agency, in most contracts | You |
| Who carries a bad month | The agency | You |
| Speed to first lead | Days | Two to six weeks while the system is built |
| Best for | Proven offers with fast sales follow-up | New offers, long sales cycles, brand plus leads |
One comparison makes the maths concrete. A clinic buying 100 leads a month at AED 120 pays AED 12,000 and knows the number before the month starts. The same clinic on a retainer might pay AED 5,000 in fees and AED 10,000 in media; at a Meta cost per lead of AED 40 to 200 that buys anywhere from 50 to 250 leads. The retainer has a higher ceiling and a lower floor. That spread is the whole decision.
When pay per lead is the right call
- You already know your close rate and customer value, so you can say what a lead is worth to you
- Someone answers the phone or the WhatsApp within five minutes during working hours; leads older than an hour convert at a fraction of the rate
- The offer is proven: the same service has sold before through ads, referrals or walk-ins
- Cash flow matters more than asset ownership; you would rather pay for outcomes than build a machine
- The industry has an established market price per lead, as real estate, clinics, education and home services do in the UAE
The trade-off is control. You will not choose the creative, you will share the ad account with other clients in the same category in some models, and when the contract ends the pipeline ends with it.
When a retainer is the right call
- The sales cycle runs longer than a month, as it does for B2B services, software and anything sold to committees
- You need brand work and lead work at the same time, because nobody has heard of you yet
- You want to own the accounts, the pixel data, the landing pages and the learnings
- The lead definition is complicated: a qualified lead for you means a decision-maker at a company of a certain size, not a phone number
- You plan to bring the function in-house eventually and want the system documented
The trade-off is risk and patience. The first four to six weeks are build time, and a weak month costs you the fee and the media with nothing to show. Our channel-by-channel guide to generating leads in Dubai shows where that media tends to go.
The hybrid most mid-sized companies end up with
After the first quarter, many clients settle on a hybrid: a reduced retainer that covers the system and reporting, plus a performance fee per lead or per sale above an agreed baseline. It keeps the agency's incentive aligned with volume without handing over the assets. The baseline is the important number; set it from the first 90 days of data, not from a proposal. Our comparison of CPL and CPA pricing covers how the performance element is usually structured.
Questions to ask before you sign either
- What is the written definition of a qualified lead, and what happens to duplicates, wrong numbers and out-of-area enquiries?
- Are the leads exclusive to me, or sold to more than one business?
- Who owns the ad accounts, the landing pages and the data when we part ways?
- What is the replacement or credit policy for leads that fail the definition?
- How fast are leads delivered after the enquiry, and in what format: CRM, WhatsApp, email, spreadsheet?
- What does month one look like, and what does the agency need from me to hit the number?
The cost-per-lead page sets out how we answer each of those for our own programmes.
FAQ
How much does pay per lead cost in the UAE?
In 2026 the range runs from about AED 30 a lead for home services to AED 400 for B2B and software, with real estate at AED 80 to 250. The price depends on how tightly the lead is qualified, how competitive the category is and whether the lead is exclusive to you or shared.
How much is a lead generation retainer in Dubai?
Agency management fees run AED 3,000 to 7,000 a month, with media billed on top at AED 5,000 to 50,000 or more depending on the goal. All-in, small businesses tend to spend AED 5,000 to 10,000 a month, growing companies AED 10,000 to 30,000, and enterprise campaigns AED 50,000 and above.
Is pay per lead better than a retainer?
Neither is better in general. Pay per lead wins when the offer is proven, the lead has a known value and your team answers fast, because the agency carries the risk. A retainer wins when the sales cycle is long, the brand is new or you want to own the accounts, data and learnings at the end.
Do I own the leads and data under a pay-per-lead contract?
You own the leads delivered to you, but in most pay-per-lead contracts the agency owns the ad accounts, landing pages and audience data that produced them. If ownership matters, ask for it in writing before signing or choose a retainer, where the accounts sit in your name from day one.
Can I switch from a retainer to pay per lead later?
Yes, and the switch works best after three months of data, when both sides know the real cost per lead and the close rate. Many companies settle on a hybrid instead: a smaller retainer for the system plus a performance fee per lead or sale above an agreed baseline.
